Dublin Metro North

As part of the Metro North Railway Order application process, Railway Procurement Agency (RPA) placed the Metro North Railway Order application documents on display in An Bord Pleanála’s offices and elsewhere on the 17th of September 2008 as set out in the Metro North Railway Order application Newspaper Notice published on the 9th, 10th and 12th of September 2008, available to view below. If granted this Railway Order will provide RPA with the powers necessary to construct, operate and maintain a metro line between Belinstown in North County Dublin and St. Stephen’s Green in Dublin City Centre.

Letter from An Bord Pleanála 13th October 2009
On 13th October 2009, RPA received correspondence from An Bord Pleanála regarding further information requested.

Please note this website has been updated as of 11 November 2009 to include part of a report relating to Item 15(g) of the further information request which was omitted from RPA’s submission to the Board of 1 October 2009

Item 15(g) requested the following information:

Item 15(g) “Submit details of the available data on the baseline noise levels and construction noise levels and their impacts, at the Mater Hospital (MMUH) and as referred to by Mr Rupert Taylor in evidence to the Oral Hearing. In addition, submit similar details for the Mater Private Hospital, the Rotunda Hospital, Temple St. Hospital, Hampstead Private Hospital and Elmhurst Convalescent Home.”

The omitted document entitled Item 15 (g) Elmhurst Construction Noise Assessment Report relates to construction noise at Elmhurst Convalescent Home.

This document has been furnished to An Bord Pleanála and all relevant persons pursuant to section 40 (1) of the Transport (Railway Infrastructure) Act, 2001, as amended.

    The further information submitted may be inspected free of charge or purchased on payment of €5 for CDs, €30 each for items 1, 2, 3, 16 and 17, €15 for each of the other items and €20 per drawing, during public opening hours for a period of four weeks commencing on 19th October at:

    Metro North Scheme Traffic Management Plan

    In order to mitigate the effects of the construction of Metro North a Scheme Traffic Management Plan (STMP) has been developed. The STMP is based on RPA’s Metro North Reference Design and an estimate of the timescales it will take to construct Metro North. The overarching goal of the STMP is to minimise the impact of the construction of Metro North on road users and to maintain access to businesses and other premises, whilst keeping traffic (including vulnerable road users) moving safely.

    For ease of local identification this Environmental Impact Statement (EIS) has been divided into seven areas. These areas are numbered Area MN101 to Area MN107 inclusive going from Belinstown in North County Dublin to St. Stephen’s Green in the city centre:

    MN101: Belinstown to Swords Stop
    MN102: Swords Stop to Airport North Portal
    MN103: Dublin Airport
    MN104: Dublin Airport South Portal to Santry Avenue
    MN105: Santry Avenue to Albert College Park

    Plan of Proposed Railway Works

    The plan of the railway works referred to in the Order is made up of 3 sets of drawings; Alignment Details, Structures Details and Property Details. Each of these is divided by area into Fingal County Council District (Belinstown to Santry Avenue) and Dublin City Council Distinct (Santry Avenue to St. Stephen’s Green).

    Inspection of the Railway Order and Accompanying Documents

    Written Submissions

    An Bord Pleanála will consider any submissions in relation to the proposed Railway Order or in relation to the likely effects on the environment of the proposed railway works which are submitted in writing to it by any person in accordance with their terms and conditions. These terms are set out in the Metro North Railway Order Application Newspaper Notice and are available from An Bord Pleanála directly.
